As professionals working in animal welfare and behaviour, we strongly welcome this parliamentary debate. There is a substantial and growing body of evidence demonstrating the significant distress that high-noise fireworks cause to animals, including companion animals, livestock, and wildlife.
Excessive noise exposure can trigger acute fear responses, long-term anxiety, behavioural deterioration, and injury. These impacts are not limited to animals alone—veterinary professionals, behaviourists, rescue organisations, and guardians consistently report increased welfare crises following firework events.
Reducing the maximum permitted noise level for consumer fireworks represents a proportionate, evidence-led step that balances public enjoyment with welfare, safety, and public health considerations. Meaningful noise reduction would not eliminate celebrations, but it would significantly reduce harm.
We urge policymakers to consider the scientific evidence, professional expertise, and lived experience of those affected, and to support regulatory change that better protects animals and vulnerable members of our communities.
